Can you do cycling intervals with power or heart rate?
Yes. Cyclists can do interval training using power, heart rate, perceived effort or a mix of all three.
Power reacts instantly, so it's useful for short intervals, sprints, VO2 max efforts and structured indoor workouts. Heart rate is still very useful for longer, steadier work such as Zone 2, tempo, sweet spot and threshold sessions.
The main difference is timing. Heart rate takes longer to rise, so for 10-second sprints or 30/30s it will always be chasing the effort rather than measuring it in real time. That doesn't make heart rate useless. It just means you need to match the tool to the session.

Why do cyclists use interval training?
Cyclists use interval training because different efforts create different adaptations. A long, steady ride builds endurance. A threshold interval teaches you to hold sustained pressure. A VO2 max session pushes your aerobic ceiling. A sprint session trains explosive power and sharpness.
The interval type should match the outcome you want.
This is exactly how I use intervals with riders I coach. A cyclocross rider preparing for short, repeated race efforts needs a different interval mix from a road cyclist preparing for four or five hours of racing. Same toolbox, different job.
Progression matters too. Riders don't usually jump straight from easy endurance riding into repeated VO2 max or anaerobic sessions. Good Zone 2 work supports tempo. Tempo supports sweet spot. Sweet spot supports threshold. Threshold gives you a stronger platform for VO2 max and race-specific work.
That doesn't mean training has to be perfectly linear, but the harder the interval, the more important it is to have enough aerobic fitness, strength and recovery underneath it. Otherwise, the session becomes survival rather than training.
